Jim: You need to assess the advice you get in here. Some people are wise, some are otherwise. It is a normal part of design on the Mac that keystrokes can change around depending upon which application has 'focus'. If you play around in System PreferencesKeyboardShortcutsApplication. You can contribute to very high entertainment value. Are you old enough to remember when each application had its own keystrokes, and you had to remember them all to use it? It was madness.
If someone has been playing around in your System Preferences, the keystrokes could be different per application. The other thing it is worth knowing is that Word can store keystrokes in both documents and templates. Take note of whether your problem is occurring in specific documents, or documents attached to specific templates (ToolsTemplates and Add-ins.). I too saw the other customer's thread, where he is complaining that his keystroke customisations do not stay stuck.
I didn't answer because I am not sure what his issue is. But I could hazard a guess that his template or his document or the template attached to his document is in the cloud somewhere, and the cloud location is coming and going. Rather than turning it Off, changing the keyboard shortcut to something other than fn fn seems to rectify the problem, as well When you launch Word you should see that all is as it should be with Start Dictation at the bottom of the menu rather than near the top.
